What are the best PI Planning tools in 2026?
The best PI Planning tools in 2026 are Kendis, piplanning.io, Jira Align, Easy Agile Programs, Jira Plans, IBM Targetprocess, Rally, BigPicture, Azure DevOps Delivery Plans and Miro. Kendis and piplanning.io are dedicated PI Planning tools that sync with Jira and Azure DevOps. Jira Align and Targetprocess are enterprise portfolio platforms. Easy Agile Programs, Jira Plans and BigPicture run inside Jira. Delivery Plans is built into Azure DevOps, Rally is its own tracker and Miro is a whiteboard.
PI Planning produces two outputs: committed PI Objectives and a board of features, dependencies and milestones.[1] A PI Planning tool is any software that helps a whole Agile Release Train produce those outputs together, keep them in sync with the backlog and track them for the 8 to 12 weeks that follow. That last part is where many tools differ most: some are built for the two days of the event, others for the whole PI.
- Best overall for PI Planning and tracking on Jira or Azure DevOps: Kendis.
- Best from the makers of SAFe, and for Rally: piplanning.io.
- Best for enterprise portfolio and financials: Jira Align or IBM Targetprocess.
- Best to stay inside a single Jira site: Easy Agile Programs or Jira Plans.
- Best at no extra cost on Azure DevOps: Delivery Plans.
- Best for whiteboard workshops: Miro.
How did we evaluate PI Planning tools?
We scored each tool on nine criteria that follow the SAFe PI Planning event: a live program board, dependencies, PI Objectives, ROAM risks, a confidence vote, ALM sync, hosting, pricing model and free trial. Every competitor fact comes from the vendor's own website, documentation or marketplace listing.
| Criterion | Why it matters | What we checked |
|---|---|---|
| Live program board | PI Planning is a live event where every team plans at once. | A board of teams by iterations that many people can edit at the same time |
| Dependencies | Cross-team dependencies are the main reason to plan together. | Dependency lines, status and owners on the board |
| PI objectives | Committed PI Objectives are one of the two outputs of PI Planning. | Committed and uncommitted objectives with planned and actual business value |
| ROAM risks | Every risk raised is ROAMed in front of the train. | A risk register with Resolved, Owned, Accepted or Mitigated status |
| Confidence vote | The event ends with a vote on the plan. | A built-in vote per team and for the train |
| ALM sync | The plan is worthless if it drifts from the backlog. | Which trackers sync, and whether the sync is two-way |
| Hosting | Regulated organisations need to know where data lives. | Cloud, self-hosted or on-premise, and the hosting regions published |
| Pricing model | Per user, per team and per site pricing scale very differently. | The published price and what it is counted on |
| Free trial | A PI is 8 to 12 weeks, so a short trial rarely covers one. | Whether there is a trial or free plan, and its length |
Kendis makes one of the tools on this list. To keep the comparison fair, we only state what each vendor publishes, we link every claim, and "Not documented" means we did not find a feature in the vendor's documentation, not that it is missing. Each tool also has a section on where it is the better choice. Competitor pages were checked on 12 October 2026.

1. Kendis
Kendis is a dedicated PI Planning and tracking platform that sits on top of Jira and Azure DevOps. It provides a live program board for the whole train, dependencies, PI Objectives with business value, a ROAM risk register, a confidence vote and solution boards, and it keeps tracking the PI after the event. We make Kendis, so read this entry with that in mind and check the evidence behind every other tool below.
Best for: Agile Release Trains and Solution Trains that run PI Planning as a live event and plan across Jira, Azure DevOps or both.

PI Planning strengths
- Program board with team rows and iteration columns. Every change is visible to everyone at once and written back to Jira or Azure DevOps.
- Dependencies as lines on the board, in a list and in a dependency wheel, with status, due dates and alerts.
- PI Objectives with planned and actual business value, linked to the features and stories that deliver them.
- A ROAM risk register and a confidence vote per team and for the whole PI.
- Solution boards that combine several ARTs, including trains whose boards come from different ALM tools.
- Two-way sync with Jira Cloud, Jira Data Center, Jira Server, Azure DevOps and TFS 2018 and 2019. See integrations.
- Tracking after the event: predictability, scope change against the planning baseline and an Inspect and Adapt module.
- Kendis AI drafts PI Objectives, dependency descriptions and risks from your real board data, and builds an end of PI Planning report.
- Hosting in the EU (OVHcloud, Frankfurt) or the US (AWS), chosen at signup, or self-hosted on your own infrastructure.
Limits to know
- It is a second tool next to your tracker, with a sync to set up and a separate login.
- No portfolio budgets, Capex and Opex or other financials. Jira Align, Targetprocess and BigPicture Advanced cover those.
- No Gantt chart or critical path. BigPicture is built around them.
- No Rally integration. If your teams work in Rally, choose Rally or piplanning.io.
- Pricing is per user. If you want hundreds of occasional stakeholders on the board, a per-team price such as piplanning.io's may cost less.
Pricing: $14 per user per month billed annually or $16 monthly, and you license only the people who plan. Six months free with no credit card. Kendis AI, SSO and premium support are part of paid plans. See pricing.

2. piplanning.io
piplanning.io is a digital PI Planning tool that describes itself as "a powerful and easy-to-use visual management tool for aligning teams, at scale."[25] Its maker, Rentouch, was acquired by Scaled Agile, Inc. in April 2023[52], so it is the PI Planning tool of the company behind SAFe. On the planning event itself it is the closest product to Kendis.
Best for: Trains that want the tool from the makers of SAFe, invite many people per team, or work in Rally.
PI Planning strengths
- ART Planning Board, team boards and a backlog board, with two-way sync to Jira, Azure DevOps and Rally.[22]
- PI Objectives with business value, committed and uncommitted.[2]
- An ART PI risks board[3] and a fist-of-five confidence vote that can be anonymous.[4]
- Solution Boards for several ARTs.[53]
- States it is "the first tool to fully support PI Outcome Planning", Scaled Agile's newest practice.[54]
- Per-team pricing with unlimited users.[24]
Limits to know
- Hosting regions and security certifications are not published on piplanning.io.
- SSO is on Premium and above, not on Standard.[24]
- No dedicated Inspect and Adapt module, OKRs or roadmaps are documented. Its own focus is the planning event.
- Trial length is not stated.[25]
Pricing: Per team per year with unlimited users: Standard from $875 per team for 1 to 15 teams, Premium $1,050 and Enterprise $1,400.[24]
Compare in depth: Kendis vs piplanning.io.
3. Jira Align
Jira Align is Atlassian's enterprise agile planning platform, built to "connect enterprise strategy to team-level delivery" across "portfolios, programs, and value streams."[55] It is now sold in the Atlassian Strategy Collection. It covers PI Planning as one part of a much wider portfolio model.
Best for: Large enterprises that need portfolio financials and strategy reporting across many programs, on top of Jira.
PI Planning strengths
- A program board showing "features, dependencies, objectives and milestones."[5]
- Planned and delivered value by objective[6] and a Risk ROAM report.[7]
- Budget allocation to strategic themes in the portfolio room.[56]
- Supports SAFe, LeSS, Scrum@Scale, Disciplined Agile and hybrid models.[55]
- Integrates with Jira Cloud and Data Center[26] and with Azure DevOps.[27]
Limits to know
- The published entry tier is $77,400 per year for 1 to 50 users, billed annually only.[29]
- "Strategy Collection does not offer a free trial."[29]
- Jira Cloud Premium is the minimum requirement for the Strategy Collection.[29]
- A confidence vote is not documented in the Jira Align help centre.
Pricing: Sold in the Strategy Collection with Focus and Talent. Published tier $77,400 per year for 1 to 50 users, larger tiers through sales.[29]
Compare in depth: Kendis vs Jira Align.
4. Easy Agile Programs
Easy Agile Programs is a Jira Marketplace app for "SAFe PI Planning or Big Room planning" with objectives, dependencies and confidence voting "in Jira."[34] It builds its program board from native Jira issues, so there is no sync and no second login.
Best for: A single ART that plans entirely in one Jira site and wants the plan to stay inside Jira.
PI Planning strengths
- Program board and team planning boards made of native Jira issues.[34]
- Objectives, committed or uncommitted, with business value[8], and a confidence vote.[9]
- Free for up to 10 Jira users on Cloud.[34]
- On Data Center, app data is stored in your existing Jira database.[57]
Limits to know
- Integrations are Jira, its own API and eazyBI. Azure DevOps is not documented.[30]
- It shows one Agile Release Train "rather than providing a view across multiple value streams."[58]
- A ROAM risk register is not documented, and a predictability score is "coming in a future release."[8]
- Priced on your whole Jira user tier, not only the people who plan.[32]
Pricing: Through the Atlassian Marketplace on your Jira user tier[32], free up to 10 users on Cloud[34], with a 30-day trial.[33]
Compare in depth: Kendis vs Easy Agile Programs.
5. Jira Plans (formerly Advanced Roadmaps)
Jira Plans is "a cross-team planning feature that lets program managers coordinate work across multiple Jira projects from a single view."[37] It includes a Program board "optimized to support Program Increment Planning rituals", but Atlassian also says it "isn't designed for real-time collaborative planning sessions such as Big Room Planning" and recommends a whiteboard alongside it.[10]
Best for: Roadmap, scenario and capacity planning for teams that are all in one Jira Cloud site on Premium.
PI Planning strengths
- Nothing to buy or sync if you already have Jira Premium.[37]
- Plans work as a sandbox, so you can model scenarios before saving to Jira.[59]
- Capacity on the timeline, in story points or time.[37]
- A plan can hold up to 10,000 work items across 200 spaces.[60]
Limits to know
- Not built for the live planning event, by Atlassian's own description.[10]
- PI Objectives, ROAM risks, a confidence vote and predictability reports are not documented.
- Only in Jira Premium and Enterprise, so the whole site pays for Premium.[37]
- Jira only. On Data Center, it is bundled in Jira Software Data Center[35], which reaches end of life on 28 March 2029.[61]
Pricing: Included in Jira Premium. Atlassian's monthly list price is $18.30 per user up to 100 users and $14.54 at 300.[36]
Compare in depth: Kendis vs Jira Plans.
6. IBM Targetprocess
Targetprocess became an IBM product when IBM completed its acquisition of Apptio in August 2023.[62] IBM describes it as "a powerful, flexible, financially-integrated Strategic Portfolio Management solution."[41] It supports SAFe "from Essential SAFe to Large Solution SAFe, to Portfolio SAFe and Full SAFe."[63]
Best for: Organisations that want strategic portfolio management with budgets and forecasts across every SAFe level.
PI Planning strengths
- A program board with blockers and planning issues shown as lines.[11]
- PI Objectives with planned and actual business value[11], plus program predictability.
- Budgets and forecasts aligned to portfolio execution.[64]
- Native Jira integration with bidirectional sync.[38]
Limits to know
- PI Objectives are installed as a solution that "requires additional manual configuration."[12]
- The documented confidence vote is a workaround: "create a survey and include the form as a webpage on the dashboard."[11]
- Azure DevOps integration "depends on connected users licensing and integration implementation paid services."[39]
- Pricing is not published.
Pricing: Not published. A free trial is offered, with no length stated.[41]
Compare in depth: Kendis vs IBM Targetprocess.
7. Rally (Broadcom)
Broadcom describes Rally as "the foundation for business agility and digital transformation", part of its ValueOps platform.[65] It is a full agile lifecycle tool: the backlog, portfolio hierarchy and capacity planning live in Rally itself, so PI Planning happens where the work is tracked.
Best for: Enterprises whose teams already work in Rally, especially where it must run on their own infrastructure.
PI Planning strengths
- Capacity plans for a Program Increment or release, with what-if planning.[66]
- A Release Tracking page for features and dependencies.[13]
- A risk board that can be "configured to be used to ROAM risks during planning."[14]
- SaaS on US or EU stacks[43], or on-premises with Rally Anywhere.[44]
Limits to know
- PI Objectives with business value, a confidence vote and predictability reports were not found in the pages we reviewed.
- Teams must work in Rally. Jira and other tools connect through ConnectALL.[42]
- Pricing and trial terms are not published.[45]
Pricing: Not published. Contact Broadcom for a demo.[45]
Compare in depth: Kendis vs Rally.
8. BigPicture (Appfire)
BigPicture by Appfire is listed on the Atlassian Marketplace as "PPM & Strategic Portfolio Management for Jira."[15] It supports agile, classic and hybrid work and includes boards that "visualize cross-team dependencies and Program Increments (PI) for SAFe and LeSS."[15]
Best for: PMOs that want Gantt-based project portfolio management, resources and budgets inside Jira, with PI boards as one part of it.
PI Planning strengths
- PI boards with cross-team dependency mapping.[16]
- Team and individual capacity, skills and workload.[16]
- Risk registers and matrices, plus budgets, Capex and Opex in the Advanced (SPM) edition.[16]
- Free for up to 10 users.[15]
Limits to know
- A confidence vote and predictability reports are not documented.
- Objectives and OKRs are listed under the Advanced (SPM) edition, not Standard.[16]
- Azure DevOps is not documented on Appfire's integrations page.[46]
- Priced on your whole Jira user tier.[16]
Pricing: On Jira Cloud, Standard (PPM) is $5,730 a year at 51 to 100 users and Advanced (SPM) $10,570.[16]
Compare in depth: Kendis vs BigPicture.
9. Azure DevOps Delivery Plans
Delivery Plans is part of Azure Boards. Microsoft describes a delivery plan as showing "selected teams' scheduled work items by sprint or iteration path in a calendar view."[17] Microsoft also publishes guidance for running SAFe on Azure Boards.[19]
Best for: Teams in one Azure DevOps organisation that need a shared calendar of what ships when, at no extra cost.
PI Planning strengths
- Already included in Azure DevOps Basic.[47]
- Up to 20 team backlogs per plan, across projects.[17]
- Dependency lines for predecessor and successor links, red when dates conflict.[18]
- Available on Azure DevOps Server 2022 and later as well as the cloud service.[17]
Limits to know
- In Microsoft's SAFe guidance, PI and iteration objectives are kept in the wiki, dashboard widgets or work item descriptions.[19]
- A ROAM register and a confidence vote are not documented.
- "Dependencies across organizations aren't supported."[18]
- "Azure Boards doesn't support a hierarchy of teams."[19]
Pricing: Included in Azure DevOps Basic at $6 per user per month, with the first five users free.[47]
Compare in depth: Kendis vs Azure DevOps Delivery Plans.
10. Miro
Miro is a general-purpose visual workspace. Its PI Planning offer is a set of tools on a Miro board: Planner, Dependencies, Jira Cards and Azure Cards.[21] Objectives, risks and voting are frames, sticky notes and generic tools on the canvas.
Best for: Workshops, retrospectives and organisations that want the freedom of a whiteboard and already own Miro.
PI Planning strengths
- An open canvas with voting, timer and private mode.[21]
- Jira Cards sync both ways immediately[48], and Azure Cards bring in Azure DevOps work items.[49]
- Miro says PI Planning sessions "may involve a few hundred participants" on one board.[67]
- EU data residency on all plans.[50]
Limits to know
- Planner and Dependencies need the Business plan or Enterprise, not Free or Starter.[51]
- PI Objectives with business value, a ROAM register and predictability reports are not documented as structured features.
- On-premise Jira must be "open to the public internet."[68]
- Planner shows "Updates available" and needs a click to sync.[20]
Pricing: Business plan at $20 per member per month billed yearly. There is a free plan and a 14-day Business trial.[51]

How do you choose a PI Planning tool?
Start with where your teams track work, then decide whether you need a tool for the planning event, for the whole PI, or for the whole portfolio. The tracker narrows the list, and the scope decides the price you will pay.
| Your situation | Good fits | Why |
|---|---|---|
| All teams in one Jira site | Kendis, Easy Agile Programs, Jira Plans | Easy Agile and Jira Plans stay inside Jira. Kendis adds ROAM, solution boards and tracking after the event. |
| Teams on Azure DevOps | Kendis, piplanning.io, Delivery Plans | Delivery Plans is already included. Kendis and piplanning.io add objectives, risks and the vote. |
| Mixed Jira and Azure DevOps | Kendis, piplanning.io | Both sync two-way with both trackers. |
| Teams on Rally | Rally, piplanning.io | Kendis does not connect to Rally. |
| Enterprise portfolio and budgets | Jira Align, IBM Targetprocess, BigPicture Advanced | They model financials. Kendis does not. |
| Whiteboard-style workshops | Miro | An open canvas for discovery and retrospectives, often used next to a planning tool. |
| Data must stay on your own servers | Kendis self-hosted, Rally Anywhere, piplanning.io on-premise, Jira Align self-hosted | Each documents a self-hosted or on-premise option. |
If all your teams are in Jira
Easy Agile Programs keeps the plan inside Jira with no sync, and Jira Plans is already there if you pay for Premium. Choose Kendis when you need a live board for the whole train, a ROAM register, solution boards across several ARTs, or tracking after the event. If you run Jira Data Center, note that Jira Software Data Center reaches end of life on 28 March 2029[61]; read the Data Center end-of-life guide before choosing a tool that runs only inside it.
If your teams are on Azure DevOps
Delivery Plans gives you a cross-team calendar at no extra cost, and it is a good start for one organisation. When you need PI Objectives, ROAM, a vote and dependencies across organisations, add Kendis or piplanning.io. Kendis also syncs with TFS 2018 and 2019. See PI Planning in Azure DevOps.
If you use more than one ALM tool
Kendis and piplanning.io both sync two-way with Jira and Azure DevOps. Kendis solution boards can combine trains whose boards come from different tools. piplanning.io adds Rally. Jira-only apps cannot see Azure DevOps teams at all.
If you need enterprise portfolio management
Jira Align, IBM Targetprocess and BigPicture Advanced model budgets and strategy, and Kendis is not a like-for-like replacement for that. Many organisations start with the program layer first, because PI Planning is where the train feels the pain, and add a portfolio platform later.
If you want a whiteboard
Miro is excellent for retrospectives, story mapping and the problem-solving workshop. Plenty of trains use Miro for those sessions and a planning tool for the plan itself, so objectives, risks and the vote become records that feed the reports for the rest of the PI.
Questions to ask in any trial
- Can 50 to 125 people plan on the board at the same time without overwriting each other?
- Does every change reach Jira or Azure DevOps, and do changes made there come back?
- Are PI Objectives, ROAM risks and the confidence vote structured records, or free text?
- What happens after the event: can you see scope change and predictability without spreadsheets?
- Where is the data hosted, and is there a self-hosted option if you need one?
- Is the trial long enough to cover a full PI, from planning to Inspect and Adapt?
New to the event? Read the PI Planning guide, or start with the free PI Planning template if your first PI is small. For a deeper look at any single tool, every head-to-head comparison is on the compare page, and the Kendis product is on PI Planning with Kendis.

PI Planning tools: frequently asked questions
What is the best PI Planning tool?
It depends on where your teams work. For a live program board, PI Objectives, ROAM risks and a confidence vote on top of Jira or Azure DevOps, Kendis and piplanning.io are the dedicated options. For portfolio financials, Jira Align or IBM Targetprocess. To stay inside one Jira site, Easy Agile Programs or Jira Plans.
Is there a free PI Planning tool?
Kendis is free for six months with no credit card. Easy Agile Programs (on Jira Cloud) and BigPicture are free for up to 10 users, Azure DevOps includes Delivery Plans with the first five Basic users free, and Miro has a free plan, although its Planner needs the Business plan. A spreadsheet template also works for a first, small PI.
Can you do PI Planning in Jira?
Partly. Jira Plans, in Jira Premium, has a Program board, but Atlassian says it is not designed for real-time collaborative planning sessions and recommends a whiteboard alongside it. Apps such as Easy Agile Programs add PI Planning inside Jira, and tools such as Kendis sync two-way with Jira from outside.
What is the best PI Planning tool for Azure DevOps?
Delivery Plans is included in Azure DevOps and shows team backlogs and dependencies on a calendar. Microsoft's own SAFe guidance keeps PI Objectives in the wiki or dashboards, so trains that want structured objectives, ROAM risks and a confidence vote add a tool such as Kendis or piplanning.io, which both sync two-way with Azure DevOps.
Is Miro good for PI Planning?
Miro is good for the collaborative parts of the event, such as workshops and retrospectives, and its Jira Cards sync both ways. PI Objectives, ROAM risks and predictability are not structured features in Miro, so many trains pair it with a dedicated planning tool.
What is the difference between Jira Align and a PI Planning tool?
Jira Align is an enterprise portfolio platform that includes PI Planning alongside budgets, strategy and value streams, starting at $77,400 a year for up to 50 users with no free trial. A dedicated PI Planning tool such as Kendis focuses on the train and the PI, costs less and can be tried for longer.
